Scope
BCI developed a 20-year master plan for the City of Haines City’s stormwater system. Included in the project was a study of several areas prone to flooding and runoff damage and suggested short and long-term solutions. A stormwater utility fee structure, based on an equitable water quality rate algorithm, was created to fund the cost of ongoing maintenance activities and annual capital projects identified during the study.
GIS mapping, network modeling, new and existing aerial topographical maps, and video data were utilized to create the plan following the Southwest Florida Water Management District’s (SWFWMD) new guidelines. Informational meetings, news releases, and a brochure informed the public of the activities.
BCI designed flooding solutions the city can reference when submitting grant applications to existing funding sources. The watershed management plan provides a blueprint for stormwater control the city can use when addressing future growth and development plans. The information will also be utilized by the SWFWMD in its development of districtwide stormwater management strategies.
