Government/Municipal/Redevelopment Projects
BCI’s project experiences include numerous municipalities and government agencies for whom we have performed redevelopment and revitalization services. From complete downtown redevelopment to single-street neighborhood revitalization, BCI has a proven track record of success. Specific project elements have included streetscaping, road widening and improvement, drainage design and/or retrofit, lighting, permitting, community involvement, and many others.

BCI was selected by the Citrus County BOCC to provide comprehensive, as-needed engineering support. Some of our services to date include the following:Stonewall Place Drainage Improvements, Shorewood Stormwater Pond and the Ivanhoe Terrace Drainage Improvements.

Project included reconstruction of two blocks of Evers Street to provide for reconstructed sidewalks with brick pavement accents. Design included accommodating ADA requirements and permitting through the Florida Department of Transportation (FDOT).

The City of LaBelle is actively involved in improving the infrastructure throughout the city. Two sections of the city were identified as needing improvements: Commerce Avenue & the Englewood Terrace Development. Commerce Avenue is a developing commercial area, while Englewood Terrace is an existing residential neighborhood containing mostly mobile homes.

BCI was retained by the City of Stuart to develop and implement a revitalization plan of the downtown area of the city. The project was funded by Community Development Block Grant (CDBG) monies.

BCI was selected as the designated Engineer of Record for implementation of an infrastructure redevelopment and revitalization plan for Eloise, Florida, an unincorporated community. Improvements for the community included more than five miles of new water and sewer main lines and road reconstruction with associated drainage improvements.

The Florence Villa project required the redevelopment of a 90-acre enclave surrounded by the city of Winter Haven and Lake Conine. The area was economically depressed and consisted of three phases developed in the 1920s, 1950s, and 1960s.

BCI assisted Florida's Turnpike Enterprise with the planning of a 21-mile, limited access toll facility. We developed a design plan for the western segment of the parkway project to include comprehensive surface water hydrologic modeling; geotechnical evaluations; wetlands creation and/or enhancement of existing wetlands; and the creation and/or enhancement of upland habitat systems.

BCI assisted Polk County with the replacement of conflicting water and sewer utilities along 3.6 miles of a Florida Department of Transportation (FDOT) four-lane widening project. Our team was responsible for coordination with gas, cable, telephone, and electric power utilities within the construction corridor and with the FDOT for permit processing.

The Plant City Industrial Park is located just south of the Plant City Airport. The City provides water and sewer services to the Industrial Park and also maintains a rail spur from the CSX Railroad located on the south side of Sydney Road. The Industrial Park was developed in the 1970s when stormwater management regulations did not exist and the drainage infrastructure construction standards were minimal.

The Governor’s Office awarded DeSoto County a $2 million grant from the Economic Development Transportation Trust Fund. These funds were to be used to design and construct road improvements in and around the location for the new Wal-Mart South Florida Regional Distribution Center. One of these improvements provided an enhanced roadway for the Wal-Mart Distribution Center with approximately 10,000 LF of roadway designed for 480 truck arrivals per day and included adding a southbound left turn lane to SR 17 at the intersection of the new county road.

BCI was selected by the Desoto County BOCC as part of our Continuing Engineering Agreement to complete the design and permitting associated with the rehabilitation of CR 760A in Desoto County. This five mile road section provides a major linkage between SR17 and SR31 in South Desoto County and is used heavily by large trucks. As a result, this road was in very poor condition; characterized by numerous pot holes, broken pavement edges, depressional areas, failing driving surfaces, and substandard clear zone distances. Because of the poor roadway condition and impending safety issues, the BOCC was under heavy condemnation by the system users to repair or replace the roadway section.

The City of St. Cloud’s downtown residential area has a history of flooding. A stormwater master plan consisting of four phases was developed to help eliminate drainage problems in the area. The city also determined that in order to better serve the citizens of St. Cloud, the project would also include the design and replacement of all water and gravity sewer within the disturbed areas.

The City of Inverness downtown is considered an historic district and was in need of extensive upgrade of roadways, landscaping, lighting, traffic optimization, sidewalks including special surface treatments and pavers, utility replacements and adjustments and drainage systems. BCI utilized their expertise in Community Development Block Grant (CDBG) funding to assist in project implementation.
