Scope

The Florence Villa project required the redevelopment of a 90-acre enclave surrounded by the City of Winter Haven and Lake Conine. The area was economically depressed and consisted of three phases developed in the 1920s, 1950s, and 1960s. BCI was responsible for community involvement, informational meetings and coordination with the FDOT. Coordination with the Intermodal Surface Transportation Efficiency Act (ISTEA) funding program was required to enhance stormwater treatment facilities discharging into Lake Conine.

BCI provided all engineering, permitting, and construction management services, and cost estimate development. Improvements made include a community center, new water and sewer systems, new roadways and drainage, new sidewalks, and rezoning for commercial development.
